CARE - ITALIAN COORDINATION GROUP ON ACCESS TO ELECTRONIC RESOURCES - MARKET SURVEY

CARE is the co-ordination group for access to electronic resources established by the terms of the agreement reached by CRUI – Permanent Conference of the Rectors of Italian Universities - and Italian Consortia and other Groups operating in the market for electronic licenses.

Stipulating nation-wide agreements with publishers is one of CARE’s tasks.

CARE intends to gather information about negotiating agents specifically acting in the European area to help negotiating for the purchase of electronic licences for access to full text scientific journals, or directly carrying out such negotiations with publishers on behalf of the educational community.

Specific information regards:

• past experience in negotiating electronic licenses together with the names of clients who may be contacted for reference purposes
• acquaintance with business models applied by publishers and other providers of electronic resources
• past experience in management of contracts (e. g. checking lists for missing or new titles, verifying consistency of  print subscription records, adjusting fees, communication with the educational community, etc.)
• disciplinary areas covered by publications; HE & R institutions on behalf of which the consulting or negotiating activity was performed
• financial situation as of December 31, 2005 and revenue from aforesaid activities in years 2003-2005
• number of employees and their specific skills (e.g. librarians, EDP specialists; expertise in legal, management and fiscal matters; fluency in both Italian and English)
• familiarity with the Italian HE & R framework.
